Poland Sejm stalls on rule‑of‑law reforms

In late July 2026 the Polish lower house continued to experience procedural dead‑locks on two high‑profile legislative tracks. On 29 July the Sejm held a first reading of a citizen‑initiated draft to withdraw Poland from the EU’s common asylum and migration system and also considered a broad rule‑of‑law reform introduced in January. Both initiatives were halted when the Justice and Human Rights Committee failed to achieve a quorum, with officials citing scheduling conflicts and health appointments.

Later the same day a separate committee session on a government‑proposed justice reform – which would alter the status of judges appointed after 2018 and restructure parts of the Supreme Court – was likewise stopped due to the same quorum shortfall. The repeated inability to convene a full committee underscores ongoing procedural obstacles to advancing Poland’s migration policy changes and judicial reforms.

These delays reflect a broader pattern of legislative stagnation within the Sejm, as the governing coalition and opposition grapple with procedural hurdles while contentious reforms remain pending.
