Polish agricultural regulatory disputes

Overview

The National Council of Agricultural Chambers (KRIR) has engaged in disputes with the Polish Ministry of Agriculture regarding seasonal farming regulations.

Initially, KRIR appealed to Minister Stefan Krajewski to revise the winter ban on natural fertilizers. The council argued that a strict calendar-based ban fails to account for regional weather variations and imposes unnecessary costs on farmers, such as increased storage needs and risks of manure tank overflows. They proposed that fertilization should be permitted based on actual soil and atmospheric conditions to prevent surface runoff.

Following this, the Ministry of Agriculture rejected a separate request from the agricultural chambers to extend the deadline for sowing winter cover crops under the ‘Carbon Farming and Nutrient Management’ eco-scheme. The chambers had argued that weather-related delays in corn maturation forced farmers to choose between harvesting corn prematurely or missing the October 1 deadline required for eco-scheme compliance.
