Polish legislative and regulatory reforms

The Polish government is pursuing various legislative reforms across the insurance, agricultural, judicial, and social sectors.

In the insurance sector, the government has introduced draft amendments to the Insurance Activity Act and the Reinsurance Act to implement the EU Solvency II directive. These changes aim to simplify reporting for smaller insurers and expand the Polish Financial Supervision Authority’s (KNF) ability to monitor financial health and climate-related risks. Additionally, the Ministry of Agriculture and Rural Development is considering a mandatory agricultural insurance system to better protect farms against extreme weather events like drought and frost.

In the judicial and social sectors, the Ministry of Justice is developing laws to grant professional family curators expanded enforcement powers, including the authority to request information from various institutions and inspect homes to check on children. Meanwhile, the Ministry of Family, Labour and Social Policy is introducing regulations to improve the handling of social insurance cases. These rules aim to allow courts to more effectively overturn incorrect decisions made by the Social Insurance Institution (ZUS) and expedite benefit entitlement processes.
