Developed with the State Fire Service, these guidelines detail how to recognize alarm signals and outline three warning levels: vigilance, readiness, and alarm. School directors are now tasked with identifying shelters, while employers are advised to establish evacuation protocols. Despite these institutional updates and ongoing police workshops regarding cybersecurity and criminal responsibility, recent survey data indicates a gap in individual preparedness. Approximately 39 percent of Poles report having no crisis equipment, and only 9 percent possess a packed evacuation backpack.
