Poland is implementing various measures to enhance transport safety following recent accidents. At the national level, the Polish Sejm has passed an amendment to tighten penalties for dangerous behavior at railway crossings. Under this new law, prepared by the Ministry of Infrastructure, drivers will face a mandatory three-month suspension of their driving licenses for specific violations, including bypassing lowered barriers, entering a crossing while barriers are descending or before they have fully risen, ignoring red signals, or entering a crossing when there is no space to continue on the other side. These offenses currently result in fines of 2,000 PLN (increasing to 4,000 PLN for repeat offenders) and 15 penalty points. The legislation legislation, which passed the Sejm nearly unanimously, also includes changes to the Penal Code, requiring courts to impose a driving ban of at least three years for causing a transport disaster, and at least one year for creating a direct danger of such a disaster. Under the new rules, a police officer can seize a license on the spot, leading to an administrative decision by a local official to suspend driving privileges. The amendment now moves to the Senate and then to the President; if signed, regulations will take effect 14 days after the official announcement. The Ministry of Infrastructure also plans to expand automatic surveillance systems and grant the Railway Protection Guard authority to issue fines. Legislative work is also progressing on project UD482, which aims to expand the competencies of municipal and commune guards. Recent data from the Office of Rail Transport (UTK) underscores the urgency of these measures. In 2025, 175 people died on the network, up from 163 the previous year. Notably, deaths at level crossings and railway crossings rose by nearly 24 percent, totaling 52 fatalities. The report cites systemic issues, including failures by infrastructure manager PKP PLK to implement previous safety recommendations.
