Political reconciliation and judicial developments in Chad

Overview

Chad has undertaken significant legal and political moves involving prisoner releases and national reconciliation. Under Decree No. 2151/PR/2026, the government implemented a collective sentence reduction affecting 4,815 convicts, including the immediate release of 150 inmates from the Klessoum detention center.

Following this decree, implementation has expanded to various provinces. In Tandjilé province, seven detainees were released from the Laï detention center on September 28, 2026, during a ceremony involving judicial and traditional authorities. In Logone Oriental province, a ceremony at the Doba detention center saw 297 individuals benefit from the measure, consisting of 23 immediate releases and 274 sentence reductions.

Prosecutor Nadjilem née Bombaïto Collette Ngaoundi noted that the actions by President Mahamat Idriss Deby Itno aim to “balance legal sanctions with the necessity of social reintegration,” specifically regarding the high number of young inmates. Prosecutors have emphasized that while these clemency measures provide a second chance, they do not negate original convictions.

In a separate move toward political reconciliation, President Mahamat Idriss Déby issued a pardon for nine political opponents, including primary opposition leader Succès Masra. While the pardon allows for their release, the individuals retain their criminal records and remain ineligible for public office. Additionally, four former members of the Front pour l’alternance et la concorde (FACT) returned to N’Djaména to participate in the national reconciliation process.

These developments coincide with labor unrest within the judicial system. The National Union of Court Clerks (SYNAPGREF) initiated a one-week strike starting September 17, 2026, demanding better indemnities and annual performance bonuses. The strike has caused varying levels of disruption, with some courts in N'Djamena continuing to operate while others face delays in legal documentation and court management.
