Overview
Authorities in Port Stephens have moved to reintroduce bans on jet-skis and other powered vessels at Dutchman’s Beach, Nelson Bay beach (Fly Point), and Shoal Bay for the Christmas and New Year period. The decision follows a trial period that received over 85 per cent support from residents and visitors, as well as increased use of non-powered watercraft like stand-up paddleboarding.
However, an evaluation by Transport for NSW indicates that these exclusion zones may have displaced watercraft activity to adjacent areas. While personal watercraft numbers fell significantly within 30 metres of the shore at trial beaches, they rose by 54.6 per cent at nearby control beaches.
The report noted “some anecdotal evidence” of displacement and observed “perimeter clustering,” where vessels position themselves just beyond the edges of the exclusion zones. Although safety incident flags rose at both trial and control locations, evaluators stated the sample size was insufficient to draw firm conclusions regarding collisions.
