Portugal animal sterilization and welfare advocacy

Veterinarians and animal welfare associations in Portugal are advocating for increased public investment in mandatory sterilization to combat animal overpopulation. While a 2016 law prohibiting the slaughter of animals in Official Collection Centers (CRO) is considered an ethical milestone, experts argue that the lack of a National Population Control Plan has rendered the legislation “insufficient” and “uneven” across the country.

Advocates note that without proper government strategies and municipal infrastructure, shelters are becoming permanent institutions rather than temporary transit points. In some regions, such as Benavente, shelter capacity is reportedly exhausted, forcing animals into infirmary spaces during periods of high abandonment.

Recent data from the Directorate-General for Food and Veterinary (DGAV) reveals that CROs collect over 40,000 animals annually. Although adoption rates are significant, they fail to keep pace with the volume of animals entering the system. While public investment supported more than 74,000 sterilizations totaling over three million euros in the previous year, local representatives warn that the transition away from systematic slaughter has placed immense pressure on municipal facilities.

Experts warn that the current system faces a “sustainability crisis” if funding for sterilization and infrastructure improvements is not increased, particularly as abandonment rates spike during summer months.
