Portugal cinema declassification process

In July 2026 Portugal’s Ministry of Culture announced that a decision on the pending de‑classification (desafetação) of cinema halls would be made “impreterivelmente até novembro.” The government is awaiting technical reports from the Inspection‑General of Cultural Activities (IGAG) and is considering financial measures to retain the venues’ cultural status. The new decree, effective June, altered the regime for cinema‑hall de‑classification and requires non‑binding opinions from several cultural bodies.

A week later, the parliamentary group of the Portuguese Socialist Party questioned the ministry about the conversion of former cinema rooms in the La Vie shopping centre in Guarda. Deputies warned that the space had been repurposed without completing the required legal and administrative steps, potentially breaching protection rules for cultural facilities and affecting cultural access in interior regions. They asked whether the ministry had prior knowledge of the change, why the alteration‑of‑use request was delayed, what inspections had been carried out, and what enforcement actions would follow the pending November decision.
