Following severe storms that caused infrastructure failure and isolation earlier in the year, the Portuguese government and the Municipality of Espinho are implementing measures to strengthen emergency response capabilities. Espinho is acquiring equipment such as electric generators, Starlink satellite terminals, a new satellite phone, and radio terminals for lifeguards to improve beach safety. The municipality is also investing in flood response equipment, including sewage pumps, and increasing emergency accommodation capacity. At the national level, Minister of Territorial Cohesion Manuel Castro Almeida announced that SIRESP phones will be distributed to parishes. While a tender for satellite phones is under review by the Court of Auditors with the goal of having Starlink services available by December 31, a public tender for generators failed to attract bidders and must be repeated. In Valongo, Portugal, the municipality has expanded its preparedness efforts by launching ‘CIBER 26: Resiliência em Ação’. This pioneering exercise is designed to test how essential services, including water, energy, and schools, respond to a simulated large-scale cyberattack.
