In late July 2026, the Portuguese National Republican Guard (GNR) warned of two season-linked pressures: a surge in animal abandonment during summer holidays and the need to evacuate villages threatened by wildfires. A report on 30 July detailed an abandonment spike, noting 142 incidents in July-August—38.1% of the year’s total—concentrated in Braga, Setúbal, Porto, and Lisbon. Over the 2024 to first-half-2026 period, the GNR recorded more than 2,400 companion-animal crimes, including 312 mistreatment cases and 159 abandonments, resulting in the detention of 28 suspects. By mid-August 2026, police forces, including the GNR and the Public Security Police (PSP), had identified at least 124 suspects for animal abandonment in 2026. Between January and mid-August, authorities recorded 275 cases of pet abandonment, a figure representing approximately 45% of the total crimes documented throughout 2025. Authorities emphasized that under the Portuguese Penal Code, abandonment is a punishable offense that can lead to fines or up to six months in prison, with increased penalties if the animal's life is endangered. In response to the International Day of Abandoned Animals, local initiatives, such as an open day in the Municipality of Valongo, have been organized to promote responsible adoption and awareness. Additionally, the GNR has launched an operation to increase hunting inspections through February 2027 to ensure biodiversity conservation and public safety. Together with earlier accounts of GNR-led wildfire evacuations, these developments illustrate the force’s ongoing management of animal welfare offenses and emergency public-safety operations.
