Overview
Portugal is experiencing shifts in its immigration management and enforcement landscape. Following the dismantling of the Foreigners and Borders Service (SEF), the National Republican Guard (GNR) has assumed responsibility for border control and inspections across approximately 94% of the country.
Data from the first eight months of 2026 indicates a significant rise in the detention of foreign nationals, with 232 detentions recorded—a figure that already surpasses the total for the entire year of 2025, despite a decrease in the number of inspections. In response to these trends and the implementation of Law No. 62/2026, which updated regulations regarding immigration and international protection, the government plans to expand temporary housing capacity.
The Public Security Police (PSP) aims to increase temporary accommodation spots for foreign nationals undergoing deportation, return, or asylum processes from 130 to 306 by the second half of 2027, with a particular focus on increasing availability in Lisbon and Porto.
