Portugal guarantee program under pressure
Overview
Portugal’s state‑backed public guarantee scheme, launched in early 2025, initially boosted credit for SMEs and then, between April and June 2026, facilitated more than 7,800 mortgage contracts for buyers aged 18‑35. The guarantee covers up to 15 % of a property’s price, allowing banks to lend 85‑100 % of the purchase price with a €450,000 ceiling per loan.
By mid‑2026, housing prices surged. The Imovirtual Barometer reported an average asking price of €430,500 in May, far above many households’ means. The Idealista index showed an 8 % year‑on‑year rise in July, marking a ninth consecutive month of record highs. Interior districts such as Beja saw annual price gains of 15.8 %, while municipalities like Cascais reached median sale prices of €1.3 million. Rents also climbed, with the Alentejo region’s median rent rising 15.4 % YoY.
In late July, the programme had financed 40,100 new homes, using 56 % of its €1.146 billion budget. The 7,800 contracts accounted for 51.3 % of all young‑buyer mortgages and 53.5 % of the segment’s loan value. Millennium BCP’s CEO warned that new macro‑prudential rules could cut overall mortgage credit by about 5 %, but stressed that the guarantee remains essential for families lacking a 10 % down‑payment; the primary market constraint remains a shortage of supply.
The International Monetary Fund, citing the scheme’s role in inflating demand without a matching supply increase, recommended suspending the guarantee for young buyers. Industry leaders and construction‑sector CEOs echoed the concern that full‑price financing widens market imbalances and deepens the housing affordability crisis across Portugal.
