Portugal renewable energy zones opposition

In mid‑July 2026, several Portuguese local authorities voiced strong resistance to the national Programme for Renewable Energy Acceleration Zones (PZAER/PSZAER). On July 15, the municipalities of Fundão, Penamacor, and Vila Nova da Barquinha submitted dissenting opinions. They warned that the draft plan could jeopardise territorial planning, landscape integrity, agricultural activity, and local autonomy. Penamacor specifically criticised the centralised decision‑making process and the lack of transparency in the “green map” methodology, noting the plan could affect up to 10% of its municipal area.

On July 19, the Região Metropolitana de Coimbra issued an unfavorable opinion, criticising the concentration of zones in limited municipalities and the pressure on farmland and forest soils. The regional body highlighted the absence of equitable benefit‑sharing mechanisms and demanded limits on land occupancy, stronger municipal involvement in monitoring, and direct development funds for local communities.

By August 10, the debate expanded to include national policy and food security. Agriculture Minister José Manuel Fernandes advocated for prioritizing non-arable land for wind and solar projects to ensure renewable energy production does not compromise food security. This stance follows warnings from the civic platform Plataforma Nordeste Vivo (PNV), which expressed concern that large-scale projects in the Mirandês Plateau and Douro Superior regions could lead to the “irreversible destruction of agricultural soil” and a loss of food sovereignty. The PNV has called for a temporary suspension of new project approvals in those regions pending transparent impact studies.
