While acknowledging waiting lists exceeding 1.2 million requests, she emphasized the prioritization of oncology cases. The Minister also signaled upcoming structural reforms, specifically mentioning the “Lei dos Tarefeiros” (Taskers Law), asserting that the SNS should not maintain special regimes for specific entities despite potential opposition from interest groups. New data from Consumers Trust Labs indicates that healthcare complaints in Portugal rose by 23% during the first nine months of 2026, totaling 4,700 grievances. The private sector accounted for 76% of these complaints, a 30% increase from the previous year. Within the private sector, clinical care (32.55%), billing (23.26%), and access issues (23.06%) were the primary drivers. Within the SNS, Local Health Units (ULS) have struggled to meet business plan objectives, with increased spending failing to improve patient access. Integration issues between primary and hospital care also persist, specifically regarding delayed clinical information and diagnostic data flow.
