The National Association of Parishes (Anafre) has announced a nationwide shutdown of all parish services scheduled for November 4. The strike is a protest against the proposed 2027 State Budget and the perceived failure of the government to honor a January agreement regarding the Financing Fund for Parishes. Anafre is demanding that the parish share of state revenue calculation be increased from 2.5% to 3.5%, with a long-term goal of 5%. Francisco Branco de Brito stated the action aims to demonstrate the dissatisfaction of local parishes and highlight their societal impact, expressing concern that the current budget proposal suggests the Ministry of Finance does not view parishes as important. Local leaders, including those in the Viseu and Baixo Alentejo regions, report that current funding levels are insufficient to cover rising operational costs such as staff salaries, fuel, and consumables. While elected officials and employees will remain at work, the suspension of public services is intended to signal that parishes are essential pillars of the territory that require adequate funding. As the November 4 date approaches, numerous parish councils (juntas de freguesia) have confirmed closures across various regions, including Almeirim, Funchal, Sintra, Amadora, Loures, and Odivelas. Protesters warn that under the current budget proposal, approximately 210 parishes could receive less funding in 2027 than they did in 2026. Local officials emphasize that the measure is a symbolic protest intended to advocate for the sustainability of local services.
