Prevention of non-consensual intimate image sharing

Overview

Cybersecurity experts have highlighted methods to mitigate the unauthorized distribution of intimate images, noting that once content is shared online, control is effectively lost. Recommendations include avoiding identifiable facial features and using self-destructing messaging apps.

A key tool in this effort is StopNCII.org, which allows users to generate a digital fingerprint or ‘hash’ on their own devices. This hash is shared with participating platforms—such as Facebook, Instagram, TikTok, and Reddit—to block the content from being uploaded without the actual images ever leaving the user's phone.

Building on these technological defenses, the Dominican Republic has become the first Latin American country to implement StopNCII.org. The initiative was launched by the National Cybersecurity Center (CNCS) in collaboration with the British organization SWGfL and the United Nations Office on Drugs and Crime (UNODC). Authorities in the Dominican Republic noted that the unauthorized distribution of such images is a crime punishable by up to ten years in prison under the new Penal Code.
