Prison overcrowding crisis in Democratic Republic of the Con

Overview

In the Democratic Republic of the Congo, authorities are attempting to mitigate a severe overcrowding crisis at the Makala Central Prison in Kinshasa. The facility, which has a capacity of 1,500, is currently housing 16,238 detainees, with over 11,000 held in preventive detention.

Following an inspection by Justice Minister Guillaume Ngefa and Prosecutor General Firmin Mvonde Mambu, 108 detainees were released. The inspection highlighted deteriorating infrastructure and extreme conditions, such as eight people sharing a single bed in the women’s pavilion.

To address the crisis, the Minister has ordered urgent evaluations to identify inmates eligible for release on humanitarian grounds, specifically targeting the elderly, mothers with young children, and those with mental health issues. This follows a prior measure involving the conditional release of 66 individuals.
