Public resource management and oversight in Veracruz

In Veracruz, reports have emerged highlighting both the implementation of social welfare programs and significant challenges regarding administrative oversight and public fund management.

While the Secretariat of Welfare reported high national rankings for state programs—noting that over 2.5 million people receive social support—the Superior Auditor of the Federation (ASF) identified alleged irregularities exceeding 660 million pesos within the Veracruz Health Services (SESVER). The audit found that hundreds of millions of pesos allocated for private security and hospital disinfection lacked sufficient documentation or evidence of work performed.

Furthering concerns regarding accountability, a study by Transparencia Mexicana has highlighted high levels of impunity regarding corruption investigations. Nationally, only 7.1 percent of cases investigated by superior oversight bodies resulted in administrative sanctions. Specifically, the ASF has seen only 15 sanctions out of 1,542 investigations conducted between 2015 and 2025, representing a “0.97 percent success rate in terms of punishment.”

In Veracruz, the study noted that while 96 investigations into probable administrative responsibilities were recorded, only 11 total sanctions and nine definitive rulings have been issued. These findings coincide with preparations in the Mexican Congress to discuss reforms to the Law of Superior Oversight. Transparencia Mexicana suggests that addressing procedural immunity, or ‘fuero’, and increasing the risks associated with corruption are essential steps to ensure investigations lead to meaningful consequences.
