Security efforts in Mexico and Ecuador have focused on increasing law enforcement capacity and conducting targeted operations against criminal activity. In Mexico, local authorities in Soledad de Graciano Sánchez received new vehicles and motorcycles to improve surveillance. Other regional activities include the ‘Mando Unificado’ strategy in the State of Mexico, which reported a 54 percent decrease in vehicle theft, the ‘Operativo Otomí’, the dismantling of extortion cells in Oaxaca, and multi-agency operations in Veracruz. Omar García Harfuch, Secretary of Security and Citizen Protection, recently provided testimony before the Political Coordination Board (JUCOPO) regarding the National Security Strategy. Reporting on data from October 1, 2024, to August 31, 2026, Harfuch noted a 53 percent decrease in the daily average of intentional homicides, which fell from 86 to 40 cases in August 2026. He also cited the seizure of over 34,300 firearms, 534 tons of drugs, the disabling of 2,071 clandestine laboratories, and the arrest of more than 67,200 individuals for high-impact crimes. To protect the 2027 elections, the government is identifying ‘red zones’ to prevent organized crime interference. Expanding on electoral security, García Harfuch met with leaders from the National Electoral Institute (INE), the Attorney General's Office (FGR), and the National Intelligence Center (CNI) to analyze past vulnerabilities. He stated that the security cabinet—including the Secretariat of National Defense, the Secretariat of the Navy, and the National Guard—will play a ‘fundamental role’ in the electoral process, alongside state-level police and prosecutors. Additionally, the CNI is monitoring digital platforms to combat the recruitment of youth by organized crime, following previous apprehensions of recruiters in Jalisco and Nayarit. Harfuch addressed political speculation regarding a potential 2030 presidential candidacy, stating such an agenda would be a ‘lack of respect’ to victims. While President Claudia Sheinbaum dismissed these rumors as ‘mucho grilla’ (political noise), Senator Gerardo Fernández Noroña criticized the Secretary, arguing he avoids direct accountability for national insecurity. In Ecuador, the National Police launched ‘Libertad’ operations in Guayas and Los Ríos to combat kidnapping and extortion, resulting in four rescues and 15 arrests. In Quito, authorities expanded patrol capacity via the ‘Quito Protection Plan’ using new motorcycles and trucks.
