Punjab industrial plot corruption investigation

Overview

The Enforcement Directorate (ED) launched a money laundering investigation into the Punjab Small Industries and Export Corporation (PSIEC). The probe follows allegations from the Punjab Vigilance Bureau that officials accepted bribes to illegally allot industrial plots to shell companies and individuals lacking manufacturing backgrounds.

Investigators identified a scheme where applicants used fake addresses and fictitious firms to secure plots, which were then resold for illicit profit. A loophole involving a ‘zero period’ allowed allottees to defer payments without interest. During raids in Chandigarh, Amritsar, Gurdaspur, and Ludhiana, the ED seized documents, digital devices, and approximately Rs 12,15,000 in unaccounted cash. Furthermore, bank accounts belonging to two retired PSIEC officials, Surinder Pal Singh and Jaswinder Singh Randhawa, containing roughly Rs 4.01 crore, have been frozen.
