In Puno, residents and community organizations are protesting unregulated increases in urban transport fares. The Frente de Organizaciones Populares (FOP) has criticized the lack of intervention from the Municipalidad Provincial de Puno and Indecopi, reporting that drivers are charging between 1.50 and 2 soles per trip despite prohibitions against price-fixing. Local leaders have expressed concern regarding potential fare hikes of up to 50 percent and the practice of charging full fares to minors. On October 13, hundreds of citizens marched through the streets of Puno under the campaign ‘Pague un sol y pague con sencillo’, demanding that fares return to the S/ 1 level. While transport operators cite rising fuel costs as justification, demonstrators argue the increases disproportionately affect students, the elderly, and homemakers. On October 15, Javier Ponce Roque, the Mayor of the Provincial Municipality of Puno, weighed in on the dispute. While noting that the municipality does not officially set urban transport rates, Ponce Roque expressed the personal opinion that a proposed rate of S/ 1.50 is excessive and suggested the fare should ideally remain at S/ 1.00. He stated that the Municipal Council has paused discussions on transport ordinances to allow for further evaluation and dialogue. He also noted Addressing the economic pressures on operators, Ponce Roque clarified that a document has been sent to the Presidency of the Republic requesting to request that Puno be included in fuel subsidy programs. As of late October, He denied claims that the Municipal Council is debating a new ordinance to replace existing urban transport regulations, which includes updating routes and service guidelines to align with Ministry of Transport and Communications requirements. However, citizens continue municipality failed to call for technical evaluations and dialogue tables, requesting process such requests, explaining that authorities prioritize consensus while current subsidy timelines apply to ensure mobility needs are balanced with community purchasing power. Lima and Callao, Puno is still awaiting a response from the central government.
