Quebec election language policy dispute

Élections Québec announced that printed voter information cards for the upcoming provincial election will be issued exclusively in French. This decision aims to comply with Bill 96, Quebec’s language legislation, which restricts English use in public sectors. To provide English-language information, the agency will include QR codes on printed materials for digital access, and eligible voters or Indigenous residents may request English instructions directly.

The policy has faced significant opposition. Advocacy groups have argued the move creates barriers for approximately 400,000 English-speaking residents, particularly unilingual seniors. Legal challenges have been initiated by Montreal-based lawyers who claim the policy infringes upon minority-language rights.

While Élections Québec previously requested an exemption to provide bilingual printed materials by citing the fundamental right to vote, the request was denied by the French language commissioner and the relevant minister. Political leaders, including Quebec Liberal Party leader Charles Milliard, have characterized the decision as an “unjustifiable attack on the electoral rights of English-speaking Quebecers.” Premier Christine Fréchette stated that the plan does not prevent access to information, though the government is discussing next steps following backlash from community groups and the Canadian Civil Liberties Association.
