Quintana Roo prison overcrowding and operational decline
Overview
The prison system in Quintana Roo, Mexico, is facing severe capacity and operational issues. Data from the Secretaría de Seguridad y Protección Ciudadana (SSPC) indicates that as of late August, the state’s four correctional centers were operating at an overpopulation rate of 101.15 percent. With 5,431 inmates held in facilities designed for only 2,695, the state ranks seventh nationally for overcrowding. The Cancún penitentiary holds the largest population. In response, state authorities have proposed expanding infrastructure to add more than 700 spaces across Cancún, Chetumal, and Cozumel.
Further complicating the situation, the 2025 National Penitentiary Supervision Diagnosis (DNSP) by the National Human Rights Commission (CNDH) reported a decline in operational quality. The state’s overall rating dropped to 4.81 out of 10 from a 6.54 rating in 2024. None of the four evaluated facilities achieved a passing score of six or higher, with the State Penitentiary Center No. 3 in Cozumel receiving the lowest rating of 4.55.
