Quito environmental enforcement and forest fire sanctions
Overview
Authorities in Quito have taken legal and administrative actions against individuals responsible for open-air burning and forest fires during the 2026 dry season.
In early September, the Municipality of Quito, through the Agencia Metropolitana de Control (AMC), issued sanctions against 191 people for open-air burning conducted between June and September. These measures included administrative fines and the filing of seven complaints with the Fiscalía. Fines for causing forest fires can reach up to 36,150 USD.
A specific case resulted in a prison sentence for Cristofer Abraham F. S., who admitted to intentionally setting fire to dry vegetation and shrubs in the San José de Monjas sector near Simón Bolívar Avenue on August 26. By using a flammable substance and accepting responsibility through an abbreviated procedure under the Organic Integral Penal Code (COIP), the defendant received a reduced sentence of six months in prison. The standard penalty for this crime ranges from one to three years.
In addition to the prison term, the court ordered the defendant to pay a $1,446 fine and $498.53 in integral reparation to the Quito Fire Department. The conviction was supported by fire inspection reports, environmental impact assessments, and investigations by the Prosecutor’s Office to quantify the damage. Officials noted the ruling serves as a signal that those responsible for intentional fires will be investigated and sanctioned.
