Developments regarding rare earth mineral resources in Europe and the North Atlantic have progressed through regulatory and corporate actions. In Norway, Rare Earths Norway is seeking state approval to develop the Fensfeltet deposit in Telemark, identified as the continent’s largest known rare-earth resource. The company has invested over NOK 300 million in the project and warned that slow government response could jeopardize EU funding. The find is described by geologist Eirik Bache Stokmo as “world-class.” In Greenland, the government has approved the indirect transfer of a mineral exploration license for the Sarfartoq Carbonatite Complex to Greenland Mines Ltd. This move facilitates a $35 million acquisition of the Sarfartoq Neodymium-Praseodymium (Nd-Pr) Rare Earths Project from Neo Performance Materials Inc. The site is noted for its high concentrations of neodymium and praseodymium, which are vital for green technologies and defense systems. Under the agreement, Neo Performance Materials will retain offtake rights on up to 60% of future production. Greenland Mines Ltd is currently moving to finalize its acquisition of Neo North Star Resources, Inc., the owner of the Sarfartoq project, with an expected closing date of September 1, 2026. The $35 million deal consists of $20 million in cash and $15 million in newly issued common stock, with the cash component being funded through a public offering of common stock. An independent assessment estimates the project has a high-case pre-tax net present value of approximately $2.05 billion and a pre-tax internal rate of return of 118.6%. Neo Performance Materials Inc. will serve as a strategic shareholder in Greenland Mines.
