Key features include a requirement that all floating-rate loans reset within a maximum of three months, using a three-month moving average for Marginal Cost of Funds Based Lending Rate (MCLR) calculations. Analysts noted these changes might reduce pricing flexibility for large housing finance companies.
Subsequent details of the framework specify that lenders would have limited scope for altering benchmarks and spreads. While credit-risk premiums would require thorough borrower assessments, other components like operating costs and business strategy premiums generally could not be changed for at least three years.
For existing loans, the RBI proposes a one-time migration to this new framework by April 1, 2029. This transition requires borrower consent, prohibits lenders from charging migration fees, and mandates that the new interest rate cannot exceed the rate applicable immediately prior to the change. Loan agreements must also clearly define the benchmark, reset frequency, and reset date.
In recent developments, the RBI has also signaled potential shifts in broader monetary policy due to inflation risks from food and fuel prices. Minutes from the Monetary Policy Committee indicate that the central bank may raise the policy repo rate during the third quarter of the current fiscal year if inflationary pressures become broad-based. Regarding the proposed loan framework, if approved, interest rates for floating-rate loans would reset every three months starting April 1, 2027, causing Equated Monthly Installments (EMIs) to adjust more frequently in response to rate fluctuations.
