In Croatia, the Agency for Legal Transactions and Real Estate Brokerage (APN) has been processing tax refunds for citizens under 45 purchasing or constructing their first home. By early September, the number of approved requests rose to 4,770, with total support exceeding 36.2 million euros. Of the 7,327 total applications received, 1,090 were rejected, often due to property prices exceeding permitted thresholds or applicants already possessing other real estate. In Bosnia and Herzegovina, the Indirect Taxation Authority (UIO) has faced significant delays in processing VAT refunds for first-time property purchases. The UIO noted that payment speed depends on delivery method, with in-person collections allowing for funds to be deposited the following day.
