In Croatia, the Agency for Legal Transactions and Real Estate Brokerage (APN) has been processing tax refunds for citizens under 45 purchasing or constructing their first home. By early August, the agency had approved 4,600 applications totaling over 34.8 million euros, primarily covering VAT and real estate transfer tax. Rejections were frequently due to applicants owning other properties or property prices exceeding specific thresholds. By early September, the number of approved requests in Croatia rose to 4,770, with total support exceeding 36.2 million euros. Meanwhile, in In Bosnia and Herzegovina, the Indirect Taxation Authority (UIO) has received 1,074 applications for faced delays in processing VAT refunds on for first-time property purchases, though no decisions have been finalized due to purchases. As of September 8, the UIO has received 1,234 applications but has not yet issued any payment decisions. Director Zoran Tegeltija attributed these delays to technical deficiencies in electronic data exchange the Tax Administration of the Federation of Bosnia and incomplete documentation. Herzegovina, the Federal Ministry of Justice, and the Government of BrĨko District, noting these entities lack the support required to cooperate with the UIO. While institutions in Republika Srpska are reportedly prepared, the UIO expects technical issues in the other three entities to be resolved by September 14, with the possibility of issuing the first refund decisions by September 16.
