South Korea is accelerating its AI and semiconductor expansion through massive state-led investments and infrastructure projects. The government has broken ground on the National AI Computing Center in Jeollanam-do and is launching a 5 trillion won semiconductor fund. To support these sectors, the Ministry of Science and ICT announced an 84.9% increase in its AI budget, reaching approximately 9.4 trillion won to secure high-end computing resources like NVIDIA GPUs. By late August 2026, the National Growth Fund reached 2.83 trillion won in direct investments, achieving 94% of its annual target. Key recipients include AI chip firms Rebellion, Upstage, and FuriosaAI. To address energy requirements, the Gyeonggi Research Institute proposed a 1,000MW hydrogen fuel cell power complex near the Yongin National Semiconductor Industrial Complex, while LS Cable & System is expanding into AI data center power infrastructure. In September 2026, the government formalized a massive industrial strategy, proposing a record 12.8% budget increase for 2027. This includes a “megaproject” to potentially double spending on semiconductors, physical AI, and data centers to between 21 trillion and 22 trillion won. To complement this, Prime Minister Han Seong-suk has called for a major digital transformation to fully integrate AI into government operations by 2027. Furthering this momentum, the Ministry of Trade, Industry and Energy and the Korea Industrial Complex Corp. announced plans to invest approximately 114.3 billion won this year to accelerate manufacturing AI (M.AX) integration. This includes expanding Smart Green Industrial Complexes to 27 locations and increasing AI Transformation (AX) demonstration complexes from 10 to 13. Amidst these developments, a global debate where some industry leaders advocate for a slowdown to ensure safety, Science Minister Bae Kyung-hoon warned that South Korea cannot afford has rejected calls to slow AI development, stating decelerate, arguing that decelerating progress could jeopardize catching-up nations must accelerate to maintain industrial competitiveness and national security security. Instead, the Ministry of Science and industrial competitiveness. ICT is focusing on “speed with responsibility” by revising guidelines for “high-impact AI” in critical sectors. However, recent data shows a growing disparity in resource allocation: while the 2026 AI budget has surpassed 5 trillion won, the budget for hacking countermeasures has dropped to just 79.06 billion won, representing only 1.6% of the AI allocation.
