Regulatory scrutiny of Google search and Android AI access

Overview

Regulators in the United Kingdom and the European Union are implementing measures to increase competition in the digital search and mobile operating system markets by integrating artificial intelligence rivals.

In the UK, the Competition and Markets Authority (CMA) proposed rules requiring Google to offer Android and Chrome users a choice of search providers during setup and annually thereafter. These proposals include allowing qualifying AI assistants to appear on choice screens. The CMA also seeks to ensure search providers fairly attribute content to publishers.

Concurrently, Google has escalated its legal challenge in the European Union against mandates issued under the Digital Markets Act (DMA). The company has filed formal appeals with the EU’s General Court in Luxembourg against European Commission orders requiring Google to facilitate access for competing AI services to Android system functions and to share anonymized search data with rival search engines and chatbots.

Google argues these requirements jeopardize user privacy and the security of the Android operating system. Senior Director of Competition Oliver Bethell stated that forcing the company to share private search histories without sufficient anonymization could cause ‘irreversible harm’ to users, particularly regarding sensitive queries. The European Commission maintains that the measures include ‘robust safeguards’ to protect user privacy and device integrity. The mandate requires Google to begin sharing search data by January 2027, with Android interoperability changes required to ensure competing AI assistants can operate on a level playing field with Google’s Gemini service. The privacy-focused search engine DuckDuckGo has backed the EU's position, dismissing Google's concerns as a tactic to delay compliance.
