Renfe has announced that starting Monday, September 7, 2026, electric scooters and other Personal Mobility Vehicles (PMV) will be permitted on its Cercanías, Medium Distance, and Long Distance Distance, and AVE train services. This decision revokes a temporary ban implemented in December 2023 following battery-related fires. The policy aligns with a new Spanish regulatory framework, Law 5/2025, which adapts national legislation to European Directive 2021/2118. To ensure safety, Renfe requires that scooters be officially approved, registered with the Dirección General de Tráfico (DGT), and equipped with a visible identification plate. Users must also provide a valid certificate of circulation and mandatory civil liability insurance. During travel, vehicles must remain folded and turned off. They must be stored in designated luggage areas or locations that do not obstruct aisles, doors, emergency exits, or priority spaces. Charging batteries from train power outlets is strictly prohibited. Under the new rules, scooters may be carried free of charge as special luggage alongside a single piece of hand luggage. While the measure aims to improve intermodality for ‘first and last mile’ travel, it currently excludes Rodalies in Catalonia and Cercanías Euskadi.
