Reserve Bank of India regulatory reforms

Entities: Reserve Bank of India · Non-banking financial companies · Rural Co-operative Banks · non‑banking financial companies · Rural Cooperative Banks

Overview

In early August 2026 the Reserve Bank of India (RBI) introduced a comprehensive set of statutory audit directions for rural cooperative banks, establishing new requirements for auditor appointment, independence, rotation and fee structures. The RBI also announced draft guidelines to restart licensing of urban cooperative banks and to modernise the credit‑monitoring framework for rural cooperatives, alongside a proposal for a uniform interest‑rate framework for advances across regulated entities.

A few days later the RBI expanded its regulatory agenda. It rejected Religare Enterprises' plan to split its lending and insurance businesses, and it excluded certain long‑term foreign‑currency and NRE deposits from the Adjusted Net Bank Credit calculation used for priority‑sector‑lending targets. The bank issued draft regulations raising housing‑loan limits for rural cooperatives based on deposit size and tightening exposure caps for single borrowers, borrower groups and agricultural credit societies. Additionally, the RBI proposed new restrictions on revolving‑credit facilities for non‑banking financial companies, limiting such products to entities authorised to issue credit cards. These actions illustrate a rapid succession of measures aimed at tightening oversight of cooperative banks, refining credit‑allocation rules, and curbing certain NBFC lending practices.
