Overview
A legal dispute emerged in Rio de Janeiro regarding the regulation of the natural gas market. A court in the state capital issued a partial injunction in favor of Naturgy-owned distributors CEG and CEG Rio, suspending fines imposed by the state regulator, Agenersa. The ruling also prohibited the agency from initiating new penalties or forcing customers consuming less than 100,000 m³ per day to migrate to the free-gas market. The distributors argued that Agenersa’s decision to lower the free-market threshold to 10,000 m³/day lacked proper legislative and contractual backing.
Following these regulatory tensions, Agenersa joined the National Pact for the Development of the Natural Gas Market. Coordinated by the Ministry of Mines and Energy and the National Agency of Petroleum, Natural Gas and Biofuels (ANP), this pact seeks to harmonize regulations for natural gas, biogas, and biomethane. Through this agreement, Agenersa will participate in technical groups to align regional norms with the New Gas Law.
