In Rio Grande do Sul, regional entities are focusing on long-term resilience and political preparation. Public consortia, represented by the Associação Gaúcha de Consórcios Públicos (Agconp), are coordinating efforts to manage climate-related challenges such as water management and soil drainage to address issues crossing municipal boundaries. Agconp president Luiz Carlos Pinto Ribeiro emphasized that the scale of these challenges, including river siltation and alternating periods of water excess and scarcity, requires a coordinated response to prevent recurring problems. These consortia serve more than 5 million residents. Simultaneously, political movements like Mobilização pela Serra Gaúcha have launched the ‘Agenda Eleições 2026’ to align candidate platforms with regional development and UN Sustainable Development Goals. Following these This supra-partisan movement, involving entities such as Bento+20 and MobiCaxias, has structured seven strategic preparations, axes—including infrastructure, health, and economic development—to transform technical diagnostics into actionable government plans. Regarding electoral logistics, the Regional Electoral Court (TRE) has formalized the rules for free radio and television advertising for the upcoming elections. The court established daily airtime distributions for gubernatorial candidates, with the largest shares allocated to the coalition led by Luciano Zucco (PL), followed by the Juliana Brizola (PDT) and Edegar Preto (PT) slate. These allocations are based on party representation in Congress and the ability to meet the electoral threshold.
