Romania is advancing its electronic identity card (CEI) rollout and digital health integration. To encourage adoption, the government has approved a decree ensuring the first CEIs are issued free of charge until August 29, 2026, via the National Recovery and Resilience Plan (PNRR). The new CEI is a credit-card-sized document equipped with a chip that stores sensitive information, such as facial images, fingerprints, and home addresses. While the address is no longer printed directly on the card, citizens can verify residency via the ‘RO CEI Reader’ mobile application, card readers, or by downloading an electronic certificate from the Ministry of Internal Affairs (MAI) hub. The document facilitates identification, travel within the European Union and Schengen Area, and access to digital services. Any Romanian citizen can request a CEI, including children under 14, for whom the document is optional. While citizens must obtain an identity document upon reaching age 14, they may request a new electronic card at any time without justification. The Ministry of Internal Affairs has introduced the ‘RO Wallet’ digital identity application, which is expected to launch a full version on January 14, 2027. Regarding the broader EU Digital Identity (EUDI) Wallet rollout, Romania’s ‘RO Wallet’ is scheduled for a gradual rollout between 2027 and 2028. On September 1, 2026, the National Health Insurance House (CNAS) launched the ‘e-SănătateaMea’ digital portal nationwide. ~~Part of the Social Health Insurance Information Platform (PIAS), the portal serves as a digital medical wallet for approximately 20 million users. The Romanian solution aims to allow citizens to store digital identities and essential documents for use both domestically and across the EU. Authorities have launched an anonymous questionnaire to gather public input on which documents and services citizens prefer to include in the voluntary wallet. Legislative efforts to reduce bureaucracy are also progressing, with a favorable report issued on a proposal to digitize the verification of civil status documents.
