President Dan formally promulgated the National Housing Accessibility Program, confirming the pilot’s scope, estimating installation costs at roughly €50,000 per external lift, and clarifying exclusions for historic monuments and buildings classified as seismic risk. Homeowners' associations in buildings with three or more floors can apply for funding to install elevators, lifting platforms, ramps, or mechanized stairs. To qualify, buildings must not have been originally designed with lifts and must not be classified as historical monuments or located in high seismic risk zones (RsI or RsII), though installations in seismic zones may be integrated into national consolidation works. The pilot phase will select two buildings from each county. Local authorities will manage works via mandate contracts with homeowners' associations or, if an association is absent, with two-thirds of property owners.
