In early August 2026, investment in Romania’s hospitality (HoReCa) sector remained robust despite broader economic uncertainty. Fourteen new projects were underway in Argeș County, and a total of 864 food‑and‑drink projects were identified nationwide, representing over 21 billion lei in value and driven largely by private investors. At the same time, the real‑estate market faced delays caused by frequent legislative changes, cumbersome administrative procedures, and a recent cyber‑attack on the cadastral agency, which raised costs and threatened construction jobs. A few days later, data presented at the Barometrul Ospitalității conference showed that the sector’s turnover rose 12% in 2025 to 58.44 billion lei, while net profit fell to 3.54 billion lei, the lowest margin since the pandemic. Employment grew to nearly 195,000 workers. The tip‑tax introduced in 2023 generated about 584 million lei in 2025, contributing to a total of 12.2 billion lei in taxes, contributions and fees paid by the industry. Detailed breakdowns of these fiscal contributions indicate that approximately 5.68 billion lei came from salary-related taxes and 4.94 billion lei from VAT, with 993 million lei attributed to profit tax. The integration of tip taxation into the formal fiscal system helped transition these funds from the informal economy to the state budget. Despite these rising revenues and increased tax contributions, industry reports emphasize that company profitability continues to decline due to rising costs and more cautious consumer spending habits among Romanians. By September 2026, the Federation of Hospitality Industry Employers in Romania (FPIOR) proposed a 10-measure recovery package for the 2026–2029 period to protect jobs and stimulate investment. FPIOR highlighted a decline of approximately 25,000 employees compared to 2024, noting that this workforce reduction results in an estimated annual loss of 90 million euros in tax and contribution collections.
