Romanian local government fiscal reforms

In early August 2026 Romanian communes began informing residents about new fiscal obligations, such as a special waste‑collection tax in Tărlungeni and tax‑enforcement actions in Slobozia. Within days, the national government intensified its push to modernise local revenue collection. Vice‑premier Oana Gheorghiu ordered all 3,187 town halls to enrol in the Ghiseul.ro digital payment platform by 25 August, warning that non‑compliant municipalities could lose state‑budget allocations.

By 5 August, officials identified 919 localities that had still not registered, leaving more than 2.5 million citizens without digital access and requiring them to visit town halls in person. Mayors received reminder notices and were given roughly 20 days to comply, after which funding cuts—including portions of income‑tax revenue and other transfers—would be triggered.

The digitisation drive is part of a broader e‑government agenda that also plans to phase out traditional identity cards by 3 August 2031, replacing them with electronic IDs that function like bank cards and enable online public‑service access across the EU.

Together, these developments show a rapid shift from isolated local tax measures to a coordinated national effort to digitise fiscal administration, enforce compliance, and expand digital public services throughout Romania’s local authorities.
