Romanian military modernization and defense readiness

Overview

Romania has faced scrutiny regarding its national defense readiness and the security of its airspace on NATO’s eastern flank. Initial concerns centered on frequent airspace violations, the presence of maritime drones, and the urgent requirement for modernized radar and anti-aircraft capabilities in light of the conflict in Ukraine.

In response to these security challenges and NATO obligations, Romania’s Supreme Council of National Defense (CSAT) approved the Romanian Army Armament Plan (PIAR) for the 2027-2036 period. This decade-long modernization strategy includes the acquisition of F-35 fighter jets, Patriot missile systems, HIMARS, various armored vehicles, and anti-drone technology. The Ministry of National Defense (MApN) stated the plan aligns with commitments to allocate up to 5% of GDP to defense by 2035, split between direct spending and areas such as cybersecurity and dual-use infrastructure.
