Overview

Russia is expanding its maritime capabilities to sustain liquefied natural gas (LNG) exports from the Arctic LNG 2 project despite international sanctions. To bypass restrictions and mitigate logistical bottlenecks, Russia has significantly increased its “shadow fleet,” with the number of vessels serving the project rising from 11 in late 2025 to at least 20 by early September 2026. This fleet includes advanced ice-class carriers designed for year-round Arctic navigation.

By August 2026, the Arctic LNG 2 project reached record production and export levels, with natural gas production on the Gidan Peninsula exceeding 27 million cubic meters per day. To compensate for the loss of European markets, Russia has redirected its supplies toward Asia, primarily China. While these efforts have maintained export volumes, the shift to a shadow fleet is expected to at least double logistics costs.

In response to the energy landscape, the Kremlin has criticized European nations for shunning Russian gas, with spokesman Dmitry Peskov suggesting that Russian gas could have remained a cheaper option for the continent.
