Russia-Moldova tensions over Transnistria citizenship

Overview

Tensions between Moldova and Russia have intensified due to the accelerated issuance of Russian citizenship to residents of the breakaway Transnistria region. Following a decree by President Vladimir Putin, over 60,000 residents applied for citizenship through a simplified procedure, despite a significant increase in consular fees.

In August, Russian Deputy Foreign Minister Mikhail Galuzin warned that any military aggression against Transnistria would be viewed as an attack on the Russian Federation, though he noted the immediate risk of armed conflict remained low. By September, Russian Ambassador Oleg Ozerov began the physical handover of passports in Tiraspol to formalize the process.

Moldovan officials have condemned these actions. Valeriu Chiveri, the Deputy Prime Minister for Reintegration, characterized the issuance of passports as “unfriendly and irresponsible,” claiming the move undermines Russia’s role as a mediator in the Transnistrian conflict settlement.
