On September 17, 2026, Russian President Vladimir Putin signed a decree placing the Russian operations of several Western corporations under temporary state management. The decree transfers control of assets belonging to the Swiss food giant Nestlé, the French retailer Auchan, the logistics firm FM Logistic, and Lemana Pro to a domestic entity known as L.E.V. Management, reportedly led by former Ministry of Internal Affairs general Andrey Kraiushkin. The Kremlin framed the move as retaliation against nations deemed ‘unfriendly’ due to their economic and military support for Ukraine. While characterized as temporary management rather than formal expropriation, the companies lose immediate influence over management, revenue, and potential asset sales. Nestlé, which employs approximately 7,000 people in Russia, is evaluating legal options to protect its rights. Financial analysts noted that Nestlé’s Russian sales account for just over 1% of its total revenue. In response, the French government has condemned the action. French Economy Minister Roland Lescure described the takeover of Auchan and Lemana Pro as ‘an act of hostility against France’ and ‘economic blackmail.’ French National Rally leaders Marine Le Pen and Jordan Bardella also condemned the seizures, characterizing them as hostile acts intended to influence French policy through ‘intimidation, threats, and psychological pressure.’ Russian Deputy Security Council Chairman Dmitry Medvedev responded to calls for a review by accusing European countries of engaging in ‘direct warfare against Russia’ by providing military equipment. By September 30, the scope expanded to include the German wholesaler Metro AG. On October 16, a new decree ordered the mandatory seizure of assets from five additional companies: Tarkett, Ontex RU, Menshen Packaging CIS, Sverige International Holdings, and Eviosys Packaging Kuban. Control of these assets was transferred to Centre Capital, led by Marat Mirkhaydarov.
