Russia-Ukraine war defense production shift

In early August, both Russia and Ukraine began relocating key defence manufacturing into concealed, hardened sites. Russia opened facilities disguised as abandoned shopping centres and moved production lines into Cold‑War‑era shelters and mines, while Ukraine shifted its own output underground in the Carpathians, partnering with German and British firms to install drone, armoured‑vehicle and ammunition plants in former Soviet bunkers.

A few days later, the war’s economic impact deepened. Russia’s civilian labour market saw a sharp wage surge as workers were drawn into the defence sector, with welders earning three‑to‑five times the national average and unemployment falling to historic lows. Simultaneously, Ukraine accelerated its defence‑industry expansion, targeting a $55 billion production capacity by 2026 and boosting domestic procurement from 46 % to 82 % of its weapons budget. Ukrainian drone output surpassed eight million units annually, and the country rapidly scaled missile, electronic‑warfare and unmanned‑ground systems to reduce reliance on Western aid.
