Russian officials have responded critically to statements and legislative actions from the United States under President Donald Trump. Initially, Dmitry Medvedev, Deputy Chairman of the Russian Security Council, dismissed Trump’s comments regarding the conflict in Ukraine. Medvedev asserted that Russia’s military capabilities are the primary drivers of its progress, rather than political rhetoric. This followed Trump’s suggestions that Ukraine should replace President Volodymyr Zelensky and his criticism of Zelensky’s handling of the conflict. Kremlin spokesperson Dmitry Peskov added that the Ukrainian President has failed to demonstrate the calculated actions necessary for peace negotiations. Medvedev expanded his criticism to the broader state of bilateral relations, characterizing Trump as a “systemic rival” with “sharp business instincts rather than strategic leadership capabilities.” He specifically condemned the ‘Graham Act’—legislation intended to strengthen sanctions against Russia and Iran—labeling it a “systemic Russophobic move by the American elite.” Medvedev has recently escalated his rhetoric, alleging that Zelensky is working against U.S. interests by supporting Joe Biden, rejecting U.S. peace proposals, and attempting to turn European leaders against Trump. He claimed Zelensky’s actions cause more damage to U.S. interests than those of Iran, Cuba, and Venezuela combined. In a recent social media post, Medvedev suggested that President Trump should instruct the U.S. Secretary of Defense and the Director of the CIA to “resolve” the issue regarding Zelenskyy, whom he characterized as a “problem.” Amidst these tensions, Zelenskyy confirmed a U.S.-mediated meeting between Russian and Ukrainian representatives is scheduled for November in Abu Dhabi to restart peace negotiations. Zelenskyy noted that while technical issues can be managed by working groups, territorial matters must be addressed directly between him and Vladimir Putin.
