These contributions have surged following appeals to the business community in March, aimed at supporting the ongoing war in Ukraine and addressing a record federal budget deficit.

Data from the ‘Electronic Budget’ system shows a rapid increase in non-governmental contributions, which rose from 15.6 billion rubles prior to the March meetings to 159.7 billion rubles in April, with continued monthly growth through August. While Kremlin spokesperson Dmitry Peskov denied that President Vladimir Putin personally requested the funds, officials such as Igor Sechin have called for financial support for the war effort.

Alexander Shokhin, head of the Russian Union of Industrialists and Entrepreneurs, noted that these voluntary inflows involve both corporate and family foundation funds, emphasizing the need to ensure donations do not increase the overall fiscal burden on companies. The influx of capital comes as Russia faces a budget deficit that reached 6.455 trillion rubles between January and July, a 1.4-fold increase compared to the previous year.
