Russian disinformation and influence operations
Overview
Russian intelligence services continue to engage in diverse disinformation campaigns targeting both Ukrainian and American interests. In Ukraine, the Security Service of Ukraine (SBU) has warned of a surge in fraudulent websites, social media pages, and messaging channels designed to impersonate government agencies, security forces, media outlets, and high-ranking officials, including President Volodymyr Zelenskyy and First Lady Olena Zelenska. The SBU reported blocking over 50 resources attempting to mimic its identity. These efforts aim to destabilize the political landscape and collect personal data, sometimes by rebranding existing Telegram channels, such as those previously dedicated to cryptocurrency, to appear as official government communications.
Concurrently, U.S. lawmakers and intelligence officials have identified renewed covert online campaigns targeting American politicians, particularly those who support Ukraine. Operatives linked to the ‘Storm-1516’ network have utilized social media and artificial intelligence to disseminate fabricated claims and AI-manipulated videos. Specific instances include the use of debunked videos to target Texas Democratic Senate candidate James Talarico and tactics involving the ‘Matryoshka’ network to target Senator Jon Ossoff. While these operations seek to foster a ‘sense of disorder and chaos’ and erode confidence in democratic institutions, officials have reported no evidence of successful breaches into U.S. election infrastructure or campaign networks.
