In early August 2026, senior members of Russia’s political and financial elite began publicly questioning the cost of the war in Ukraine. He suggested a mass evacuation of border regions. Kazakhstan’s president publicly urged Putin to “freeze” the conflict, underscoring growing regional concern. Analysts warned that the combination of elite financial flight, heightened security, and public criticism signaled a rising risk of internal violence in Russia.
