Russian military funding and recruitment incentives
Overview
Russia is utilizing a combination of private donations and state financial incentives to support its military operations. Wealthy businessmen have provided voluntary donations totaling 471 billion rubles, which covered more than one percent of the state budget’s war expenditures and helped mitigate a projected budget deficit.
To encourage enlistment, the Russian Federation offers various financial packages, including regular salaries, recruitment bonuses, combat allowances, and compensation for injuries or death. While some regions are increasing incentives for prisoners to sign military contracts, other regional authorities are facing financial difficulties. This has resulted in significant reductions in compensation for the families of fallen soldiers in areas such as Saratov and Ulyanovsk, where payouts have dropped from one million rubles to as low as 50,000 rubles.
The impact of these military incentives is often measured against the standard cost of living and average national wages, which were approximately 100,186 rubles per month in 2025.
