Following Ukrainian drone strikes on Russian refineries and e-commerce warehouses, such as Wildberries, President Vladimir Putin ordered the reconstruction of national logistics and storage capacities. While Putin characterized the attacks as “perjudicial” and stated they would not cause severe economic consequences, the strikes reportedly caused significant damage and contributed to regional fuel shortages. In response to the intensified campaign against energy infrastructure and logistics hubs, Putin signed a decree granting the Russian state authority to take temporary management of critical infrastructure. This measure allows the government to seize control of assets in sectors including fuel, energy, telecommunications, and transport if owners fail to implement adequate security, fail to protect against drone attacks, or delay necessary repairs. The decree enables the state to assume control of material and financial assets, as well as official ownership rights. The scope of the legislation covers fuel and energy (including nuclear power), industry, telecommunications, public utilities, transport, and logistics.
