International human rights organizations and United Nations officials have raised alarms regarding Russian state practices involving human trafficking and the repression of dissidents. Amnesty International has characterized Moscow’s recruitment of foreign nationals for the war in Ukraine as a form of “human trafficking,” alleging that recruiters exploit economically vulnerable migrants and refugees through deceptive or coercive means. Concurrently, UN Special Rapporteur Mariana Katzarova has documented a “structural and state-supported” system of transnational repression. A UN report indicates that incidents targeting critics abroad have increased nearly eightfold, with Russia ranking among the top countries for physical attacks on such targets over the last decade. While direct violence persists, there has been a noted shift toward using covert administrative, digital, and surveillance methods to pressure anti-war protesters, independent media, and human rights organizations. Recent reports from UN experts have expanded these concerns to include systemic sexual violence. UN High Commissioner for Human Rights Volker Türk reported that Russian forces are increasingly utilizing sexual violence as a weapon to “torture, intimidate and coerce” civilians and prisoners of war. Of more than 1,000 documented cases, 89 percent were attributed to Russian authorities, affecting men, women, and children. Katzarova further detailed that Russia’s global campaign of transnational repression has intensified since the 2022 invasion of Ukraine. This state-run system seeks to monitor and punish critics living abroad, frequently by targeting their families remaining within Russia. Methods of cross-border coercion include assassinations, physical assaults, and poisonings.
